AI Contract Overview
The contract solicitation SPE7M4-23-T-164H seeks two units of a BOLT, FLUID PASSAGE with NSN 4730-00-076-0912, subject to stringent technical, packaging, and compliance requirements under the Department of Defense. The item requires a First Article Test with three units delivered to Tinker Air Force Base, Oklahoma, and the final delivery is due within 523 days after award. All shipments must adhere to DLA Packaging Requirements (RP001), ASTM D3951 for packaging, and MIL-STD-129 for marking, labeling, and barcoding, with clear identification of “FIRST ARTICLES” on the exterior of the container. The contract incorporates the DLA Master List of Technical and Quality Requirements (RA001) as the controlling standard for technical and preservation specifications, overriding any conflicting requirements. Ozone-depleting chemicals are strictly prohibited, and substitute chemicals must be approved prior to use. The item contains technical data subject to ITAR or EAR export controls, requiring contractors to hold a US/Canada Joint Certification Program certification, complete mandatory DLA export training, and obtain approval to access controlled data under DFARS 252.225-7048. Packaging and handling must comply with OSHA Hazard Communication Standard, and hazardous materials require submission of labels and MSDS before award. The contractor must operate under FOB Origin terms and submit all invoices electronically via WAWF using approved formats. Compliance with various FAR and DFARS clauses is mandatory, including whistleblower protections, restrictions on former DoD officials’ compensation, control of government work product, and prohibitions on covered telecommunications equipment. The contractor must also provide representations regarding small business status, UEI and CAGE codes, and disclose any use of restricted telecommunications services. Inspection and acceptance occur at the contractor’s origin, and no payment or accounting details are provided in the solicitation — these will be determined upon award. Proposals must be submitted electronically via DIBBS by the July 1, 2023 deadline, with no attachments included beyond those incorporated by reference.
