This is a total small business set-aside under NAICS code 332721. The procurement is structured as a unilateral indefinite delivery contract with a one-year term or until the aggregate total of orders reaches 350,000.00 dollars. The estimated annual quantity is 824 units, with a guaranteed minimum of 82 units and an expected frequency of one order per year. The contract requires delivery within 64 days after award, with shipping terms designated as FOB Origin. All items must be delivered to various CONUS and OCONUS DLA depots. Quality and technical standards are stringent, requiring compliance with SAE AS9003 or ISO 9001, and sampling must follow MIL-STD-1916 or a comparable zero-based plan. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, respectively, with a strict prohibition on the use of mercury or mercury compounds. Administrative requirements include the use of the Wide Area Workflow system for electronic invoicing and receiving reports. The contract solicits 14 machine bolts with NSN 5306-01-359-2284 under solicitation SPE4A1-26-T-2521, with a delivery window of 114 days after receipt of order and a specified delivery location at the DLA Distribution DDSP New Cumberland Facility in Pennsylvania. The item must fully comply with technical and quality requirements from the DLA Master List of Technical and Quality Requirements, identified by R or I numbers, including RQ011 requiring removal of government identification from non-accepted supplies and RQ017 mandating bare item marking. Packaging and preservation must adhere to MIL-STD-2073-1E and DLA packaging requirements (RP001), with strict prohibition of mercury or mercury compounds in all packaging, preservation, and marking materials. Marking and labeling must follow MIL-STD-129, including barcoding, and must conform to federal hazardous material labeling laws such as OSHA’s Hazard Communication Standard and applicable statutes like FIFRA, FDCA, and FAA Act. Inspection and acceptance occur at origin, with quality control systems required to meet SAE AS9003 or ISO 9001 tailored to AS9003, and sampling governed by MIL-STD-1916 or ASQ H1331, Table 1, with zero non-conformances expected unless otherwise specified. The bolts are subject to export control under ITAR or EAR, restricting disclosure to foreign persons without prior authorization, and only contractors with approved JCP certification, completed DLA export control training, and DLA approval may access the technical data. The contract is subject to numerous FAR and DFARS clauses, including requirements for small business representation, equal opportunity for workers with disabilities, combating trafficking in persons, employment eligibility verification, safeguarding of information systems under NIST SP 800-171, and accelerated payments to small business subcontractors. Payment must be processed through WAWF using allowable document types, and all submissions must be made electronically via DIBBS. The solicitation emphasizes compliance over trade-off evaluation, with award likely based on lowest price technically acceptable criteria, and eligibility for HUBZone price preferences may be considered for qualified small businesses. Offerors must provide UEI and CAGE codes, certify socioeconomic status, and submit safety data sheets for any hazardous materials, with all subcontractors bound by the same compliance obligations.
