This contract specifies the procurement of 2,140 shear bolts identified by NSN 5306-01-111-6677 and part number NAS6604H7, categorized as a commercial item compliant with military and consensus industry standards including NAS6603 through NAS6620 Revision 11 and NAS4002 Revision 12. All items must conform to the latest revision of the applicable part standard as of the solicitation date, with historical production to prior revisions accepted only if compliant at the time of manufacture. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, incorporating specifications for quality conformance inspection, removal of government identification from non-accepted items, physical identification and bare item marking, and tailored higher-level quality requirements. Sampling must follow MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively; zero non-conformances are required unless otherwise stipulated. Thread inspection for Class 3A and 3B threads must adhere to System 22 of FED-STD-H28/20, excluding small internal and external threads. Packaging requires full shank and thread protection via wrap or sleeve, in accordance with ASTM D3951 and strictly superseded by DLA packaging mandates, with all packaging and labeling following MIL-STD-129. Palletization must comply with RP001, and items are to be shipped FOB origin with no variance in quantity. Delivery is due within 74 days, with a required ship date of July 20, 2026, and a final delivery deadline of January 6, 2027. Inspection and acceptance occur at origin, and all items must bear identification in accordance with MIL-STD-130N, including manufacturer markings and lot information. The contract is governed by DLA’s procurement procedures, with transportation details referenced in DLAD Proc Notes C19 and C20, and deliverables directed to DLA Distribution San Diego.
