AI Contract Overview
Solicitation SPE4A6-27-T-5835 is a fixed-price request for quotations issued by the DLA Weapons Support ASC Commodities Division for 69 shear bolts (NSN 5306-00-420-6471). These items are designated as special high strength fasteners critical to the DoD aviation community. The required delivery date is November 6, 2027, with a delivery period of 171 days after order. Shipping is FOB Origin, while inspection and acceptance will occur at the destination, specifically the DLA Distribution DDSP New Cumberland facility in Pennsylvania. The contractor must adhere to strict quality and technical standards, including SAE AS9003 or ISO 9001 compliance. Key technical requirements include 100% magnetic particle inspection of the manufacturing lot and stress durability testing where samples are loaded from 75% to 80% of actual ultimate tensile strength for 72 hours; the torque method of loading is explicitly prohibited. Packaging must follow MIL-STD-2073-1E, requiring wraps or sleeves to protect the entire length of the shank and threads. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and compliance with the Buy American Act and Berry Amendment. While not a small business set-aside, the government applies a price evaluation preference for SBA-certified HUBZone concerns. Offers utilizing additive manufacturing are ineligible for award. The solicitation also incorporates various FAR and DFARS clauses regarding cybersecurity, hazardous material labeling, and the prohibition of covered defense telecommunications equipment.
