AI Contract Overview
This contract is for the procurement of 9,524 shear bolts, NSN 5306-01-123-4603, under a Firm Fixed Price indefinite delivery purchase order issued by the Department of Defense’s DLA Aviation, ASC Commodities Division. The item is designated as a Critical Safety Item and a Critical Application Item, triggering heightened quality, traceability, and compliance requirements. All supplies must be manufactured and inspected at origin, with acceptance also occurring at the point of manufacture. Packaging and marking must strictly comply with MIL-STD-2073-1E, MIL-STD-129, and MIL-STD-130N, including unit-level identification with manufacturer’s logo, lot number, CAGE codes, and part number, using special marking code 00-00 to designate no additional special marking. Palletization must conform to DLA’s RP001 packaging requirements, and preservation method 10 is specified without additional preservation or wrapping materials. The contract mandates adherence to stringent quality standards, including SAE AS9100 for manufacturers and non-manufacturers, and requires sampling per MIL-STD-1916 or ASQ H1331 with zero non-conformances unless otherwise specified. Critical, major, and minor attributes must meet verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively, with all inspections and certifications governed by FAR 52.246-15. The Certificate of Quality Compliance and Technical Data Package are mandatory, and all technical specifications referenced in the DLA Master List of Technical and Quality Requirements control compliance. The solicitation is a total small business set-aside under NAICS 332722, with award based on a trade-off process prioritizing past performance—particularly historical quality and delivery compliance—followed by price. Contractors must comply with numerous regulatory clauses, including prohibitions on hexavalent chromium, toxic materials, and foreign telecommunications equipment, as well as requirements for privacy training, labor rights, combating trafficking, and safeguarding covered defense information under DFARS 252.204-7012. Payment is processed exclusively through WAWF, with delivery due 174 days after order placement and the contract value capped at $350,000 under the simplified acquisition threshold.
