AI Contract Overview
The contract is for the procurement of 70 units of SHEAR BOLTS, identified by NSN 5306-00-508-6351, under solicitation SPE4A6-26-T-13AA issued by the Defense Logistics Agency’s ASC Commodities Division. Delivery is required to Robins Air Force Base, Georgia, 88 days after order placement with FOB Destination terms, and all items must be supplied in full compliance with DLA Technical and Quality Requirements identified by R or I numbers, including RQ011 for removal of government identification from non-accepted supplies and RQ017 for physical marking of bare items. Inspection and acceptance are required at the origin by the government, following MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances permitted in sample lots, and defect attributes are classified as critical, major, or minor with corresponding verification levels and AQLs. Packaging and labeling must adhere to MIL-STD-129 with barcoding and required data elements, and all packaging must meet RP001 DLA Packaging Requirements and ASTM D3951 standards. The contract includes stringent compliance requirements covering export controls under ITAR or EAR, where technical data cannot be disclosed to foreign persons without prior authorization, and only contractors with approved US/Canada Joint Certification Program certification, completed DLA export training, and DLA approval may access such data. All hazardous materials must be properly labeled according to 29 CFR 1910.1200 with full Safety Data Sheets submitted prior to award, and delivery must use U.S.-flag vessels for ocean transport unless a specific waiver is obtained 45 days in advance. The contractor must adhere to cybersecurity safeguards under FAR 52.240-93 and DFARS 252.204-7012, employ E-Verify for employment eligibility, comply with anti-trafficking provisions, and prioritize sustainable products. Invoicing must be conducted electronically through WAWF, and all representations regarding small business status, UEI, and covered telecommunications equipment must be certified. No formal evaluation factors or Section M criteria are present, suggesting award will follow lowest price technically acceptable principles under simplified acquisition procedures.
