The contract specifies the procurement of 23 shear bolts, identified by NSN 5306-01-014-2213 and part number NAS1305-25H, manufactured in accordance with the current revision of the non-government standard NAS1303 through NAS1320 Revision 13 dated January 31, 2001, and referenced technical data packages including QAP 13873 and drawing number 13873 EI-010142213. All items are classified as critical application hardware and must conform to stringent quality requirements outlined in the DLA Master List of Technical and Quality Requirements, with mandatory compliance to MIL-STD-1916 or ASQ H1331 for sampling, zero non-conformances for acceptance unless otherwise stated, and full gaging of all Class 3A and 3B threads per SAE AS8879 or MIL-S-7742, excluding self-locking nuts and small-diameter threads. Each shipment requires a Certificate of Quality Compliance, including mill-material certification, delivered with every unit and forwarded to the DLA Troop Support Contracting Officer, while identification markings must follow MIL-STD-130N in addition to manufacturer-specific labeling. Packaging must align with ASTM D3951 and MIL-STD-129, adhering to DLA packaging rules and palletization standards, with no variance allowed in quantity. Delivery is FOB origin within 172 days from the contract’s original required delivery date of January 5, 2027, with inspection and acceptance also occurring at origin, and the item is designated as a commercial item under federal procurement rules.
