This Request for Quotations (RFQ) issued by DLA Aviation is for the procurement of one shoulder bolt, identified by NSN 5306-01-273-1611. The requirement is designated as urgent work stoppage support for the USS Michigan (SSGN-727), necessitating delivery to the Puget Sound Naval Shipyard IMF in Bremerton, WA, within five days of award. The contract is a fixed-price acquisition with delivery terms set at FOB Origin, and the government requires inspection and acceptance at the destination. Due to the urgency, the shipment must be sent via the fastest traceable means and is strictly prohibited from using parcel post. The solicitation incorporates rigorous technical, quality, and safety standards. Compliance with DLA packaging requirements (RP001) and MIL-STD-129 for marking is mandatory, and the use of mercury or mercury compounds is strictly prohibited in all preservation and packaging processes. Quality assurance sampling must adhere to MIL-STD-1916 or ASQ H1331, with specific attribute verification levels assigned to critical, major, and minor characteristics. Offerors must also comply with various federal regulations, including the Buy American Act, the Berry Amendment, and cybersecurity safeguarding requirements. A price evaluation preference is available for certified HUBZone small business concerns, and all quotes must be submitted through the DIBBS system. Failure to provide necessary Safety Data Sheets for hazardous materials or to represent compliance regarding covered telecommunications equipment may result in being deemed nonresponsible and ineligible for award.
