The contract solicitation SPE4A6-26-T-13VC calls for the procurement of 19 units of BOLT, SHOULDER with an NSN of 5306015960843 at a unit price of $19.000, resulting in a total contract value of $361.00. Delivery is required FOB ORIGIN with a 170-day period after delivery order issuance, targeting an original delivery date of January 2, 2027, and a need ship date of January 31, 2027. All items are to be delivered to the designated DLA Distribution facility in New Cumberland, Pennsylvania, where government inspection and acceptance will occur. Packaging must comply with ASTM D3951, but all requirements in the DLA Master List of Technical and Quality Requirements supersede this standard, and palletization must follow RP001 guidelines. Each item must be physically marked per ISO 7379-6x30-A4-70 and all packaging labeled according to MIL-STD-129, including proper unit of issue and quantity per unit pack details. Zero non-conformance sampling is mandated under MIL-STD-1916 or ASQ H1331 Table 1, with critical, major, and minor attributes assigned AQLs of 0.1, 1.0, and 4.0 respectively. The contract prohibits the use of DIN standards and requires contractors to obtain them directly from DIN or third-party providers. Compliance with hazardous material labeling per 29 CFR 1910.1200 and submission of Safety Data Sheets is required. Offerors must hold valid UEI and CAGE codes and be registered in SAM.gov, including representation of small business status or socioeconomic classifications if applicable. The solicitation mandates electronic submission through the DLA Internet Bid Board System (DIBBS) by August 13, 2026, with invoicing exclusively handled through WAWF. Contract clauses include requirements for equal opportunity, combating human trafficking, employment eligibility verification, sustainable products, accelerated payments to small business subcontractors, and NIST SP 800-171 cybersecurity assessments. The contracting officer has not specified the award basis, nor have evaluation factors, weights, or risk ratings been detailed, though compliance with all technical, packaging, labeling, and quality requirements is essential for acceptance
