The contract seeks the procurement of eight shoulder bolts with NSN 5306-00-633-0277 under solicitation SPE4A6-26-T-69E8, issued by the Defense Logistics Agency’s ASC Commodities Division. Delivery is scheduled for 169 days after government direction, with FOB Origin terms placing responsibility for shipment and title transfer at the contractor’s facility, and final acceptance occurring at the same location. Performance is set at Tinker AFB, Oklahoma, with inspection and acceptance conducted by the government prior to shipment. The item must comply with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking, labeling, and barcoding, including specific codes for unit containers, intermediate packaging, and preservation using method 31 (CLNG/DRY). Physical identification of bare items is mandatory, and government markings must be removed from non-accepted supplies. Mercury and mercury-containing compounds are strictly prohibited in hardware or supplies except in specified functional applications such as batteries, sensors, or weapon systems, and any mercury-containing portable lamps or instruments must be shock-proof with dual containment per NAVSEA 5100-003D. Export-controlled technical data governed by ITAR or EAR is involved, restricting access to contractors with approved JCP certification, completed DOD export training, and DLA authorization. Cybersecurity requirements include CMMC Level 2 certification and compliance with NIST SP 800-171 and DFARS 252.204-7012 for safeguarding covered defense information. The contractor must submit Safety Data Sheets for any hazardous materials and ensure compliance with OSHA’s Hazard Communication Standard, along with sustainable procurement mandates and anti-trafficking provisions. Payment must be processed electronically via WAWF, and the solicitation references numerous FAR and DFARS clauses covering subcontracting, pricing modifications, inspection, default, whistleblower protections, and prohibitions on hexavalent chromium and Chinese military company items. Offerors must hold a valid UEI and CAGE code, self-identify as small or other-than-small business, and may claim socioeconomic qualifications such as 8(a), HUBZone, WOSB, or SDVOSB for potential price evaluations. The solicitation does not specify pricing, estimated contract value, or award methodology, and no contract options, key personnel requirements, or security clearance mandates are included. All technical and quality requirements are incorporated
