The solicitation SPED4A1-26-Q-0086 seeks six units of BOLT, SPECIAL with NSN 5306-00-063-3778 under a fixed-price supply contract issued by the Defense Logistics Agency Aviation Supply Chain, Department of Defense. Delivery is required within 125 days after award to the Ministry of Defense in Israel, with freight terms FOB destination. The contract incorporates stringent cybersecurity mandates, including compliance with NIST SP 800-171 through the implementation of CMMC Level 2 certification by a C3PAO-accredited third party, as well as mandatory adherence to DFARS 252.204-7012 for safeguarding covered defense information and timely cyber incident reporting. Technical data associated with this item is subject to export controls under ITAR or EAR, restricting disclosure to foreign persons or entities without prior authorization and limiting access to only those contractors with approved JCP certification, completed DLA export training, and authorized access. Packaging must conform to MIL-STD-2073-1E and marking to MIL-STD-129, with no Item Unique Identification required per DFARS 252.211-7003. Inspection and acceptance occur at origin under FAR 52.246-2 with zero non-conformances required using sampling standards MIL-STD-105/ASQ Z1.4 or equivalent. All invoicing must be submitted electronically via WAWF, and the contract is rated under DPAS for priority performance. Export restrictions apply equally to foreign nationals and subsidiaries, and subcontracting must comply with FAR and DFARS requirements including the prohibition of certain internal confidentiality agreements. The award will be based on a trade-off analysis weighing past performance, cost, and non-price factors nearly equally. Offerors must be registered in SAM with a valid UEI and CAGE code, and all personnel must be trained in whistleblower protections and antiterrorism awareness. No pricing information is provided in the solicitation, and the contract value remains unspecified, though the procurement qualifies under simplified acquisition procedures.
