Solicitation SPE7L4-26-U-1018 is an Indefinite Delivery Contract issued by the Department of Defense, specifically the LSO Combat Vehicles and Armament agency, for the procurement of 195 dust and moisture seal boots (NSN 5340-01-631-7323). This unilateral agreement establishes a contractual ceiling of 350,000 dollars, though it remains non-binding until the government issues and the contractor accepts specific delivery orders. Performance is triggered as directed by order, with a specified delivery timeline of 118 days after receipt of order and shipping terms set as FOB Origin. The contract mandates strict adherence to technical and quality standards, including SAE AS9003 and ISO 9001. Packaging and marking must comply with MIL-STD-129 and MIL-STD-130N, with specific requirements for hazardous materials under FED-STD-313 and 29 CFR 1910.1200. Security and compliance obligations are significant, requiring CMMC Level 2 certification and strict adherence to export controls under ITAR and EAR regulations. Administrative requirements include electronic invoicing via Wide Area WorkFlow and the submission of proposals through the DIBBS portal by August 12, 2026. Inspection and acceptance are both conducted at the point of origin.
