AI Contract Overview
The contract is for the procurement of two units of bore sighting equipment under solicitation SPE4A6-26-T-04AH, awarded to Essex Industries Inc., CAGE 83533, with part number 5750010100-1 and NSN 4920015504853. Delivery is required 171 days after award, with FOB origin terms, meaning the contractor bears all transportation costs and risks until the items reach the designated destination at the DLA Distribution facility in New Cumberland, Pennsylvania. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses and falls under NAICS code 334514. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, which supersedes ASTM D3951 packaging standards. Packaging and labeling must conform to MIL-STD-129, and palletization follows RP001 DLA Packaging Requirements. Although Item Unique Identification (IUID) per MIL-STD-130 is technically required by regulation, the Service customer has waived the IUID submission requirement, though machine-readable marking per MIL-STD-130 remains mandatory. All items must meet stringent sampling and inspection criteria based on MIL-STD-1916 or ASQ H1331 Table 1, with zero non-conformances allowed in sample lots unless otherwise specified; unspecified attributes are treated as major with an AQL of 1.0. The contractor must comply with cybersecurity requirements at CMMC Level 2 through a self-assessment and adhere to NIST SP 800-171 as mandated by DFARS clause 252.240-7997. Hazardous materials must be labeled according to OSHA’s Hazard Communication Standard and accompanied by Safety Data Sheets, with exceptions for items governed by FIFRA, FFDCA, or other exempt statutes. Payment will be processed via WAWF using electronic invoicing, with accelerated payments to small business subcontractors required. The contract includes clauses on employment eligibility verification, combating human trafficking, sustainable products, and prohibition of internal confidentiality agreements. Inspection and acceptance occur at the destination by government representatives, with no price data provided in the CLIN table, and the total contract value remains unspecified. Performance must align with all referenced Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement provisions, with compliance enforced through routine government oversight.
