Synopsis of propose contact action for BOSS LASER, LLC. to provide a CO2 laser engraving machine which will engrave letters, number and symbols in various kinds of metals. The machine will have a minimum 11.81"x11.81" of a working table. The solicitation number for this synopsis is FA9300-21-Q-6005. Air Force Research Laboratories (AFRL/RQIC) at Edwards Air Force Base (EAFB) in California. The place of performance is AFRL at Edwards AFB, CA. The Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division (PZRA), on behalf of The Air Force Rocket Laboratories (AFRL/RQIC) at Edwards Air Force Base (EAFB) in California, intends to issue an award to BOSS LASER, LLC., on a single source basis in accordance with FAR 13.106-1(b)(1). The estimated contract award date is January 15, 2021. There is a small business set aside currently assigned to this contract award. The anticipated contract will be a Firm Fixed Price (FFP). The statutory authority which permits a solicitation from one source is FAR 13.106-1(b) (1). This authority is supported by an approved Single Source Justification Letter. It is the Government's intent to proceed with as a single source action. The Product or Service Code is 3611. The applicable NAICS code is 333517. The size standard as defined by the U.S. Small Business Administration is 500 employees. This notice neither constitutes an RFQ/RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Government. AFTC has appointed an Ombudsman to hear concerns from potential offers relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
