This procurement is a sole-source acquisition directed exclusively to CurtissWright Tactical Communications Group under 10 U.S.C. 3204(a)(1), as it is determined that only this source can satisfy the requirement for the BOSS System Link 16 software environment and associated hardware components. The 580th Special Warfare Electronic Systems group seeks to equip a second test bench with the same configuration as an existing one, requiring a full suite of deliverables including the BOSS Single Link 16 capable system, a dual monitor setup, JREAP Appendix C compatibility, Situational Awareness Data Link, SIMPLE Interface, comprehensive documentation and manuals, and formal training. The contract is structured as a firm fixed price arrangement under FAR Part 12 as a combined synopsis and solicitation, with no competitive bidding process anticipated. All items, including the base system and support elements, must be delivered no later than June 20, 2026, with optional renewals extending through June 2030, each for a single unit. The performance location is Robins Air Force Base, Georgia, with delivery and acceptance procedures governed by DoDAAC F3QCBJ and point of contact James Gaither. The contractor must comply with stringent operational and cybersecurity requirements, including adherence to MIL-STD-129 and MIL-STD-130 for unique item identification, machine-readable labeling, and enterprise-based serialization. Cybersecurity obligations mandate CMMC Level 1 self-assessment compliance, requiring the submission of a 10-character CMMC Unique Identifier from the Supplier Performance Risk System for all systems handling Federal Contract Information or Controlled Unclassified Information, along with annual affirmations of continued compliance. Flow-down clauses enforce these cybersecurity standards to all subcontractors. Payment must be processed exclusively through the Wide Area Workflow system using designated DoDAACs, with invoice and receiving report formats contingent on line item type. Offerors must be registered in SAM and provide financial capability indicators such as balance sheets, cash flows, or credit arrangements to support responsibility determination.
