The Department of Homeland Security’s Customs and Border Protection (CBP) is seeking industry input through a Request for Information (RFI) to inform the procurement of bottled and bulk potable water services for multiple CBP locations. This RFI aims to engage commercial vendors early in the acquisition process to gather insight on existing market capabilities, strengths, weaknesses, and estimated pricing for water services of comparable size and scope. The information collected will help CBP shape the contract requirements, though this request is for planning purposes only and does not constitute a solicitation or guarantee of a contract award. Responses are expected to cover company details, experience with similar services, delivery capacity and frequency, ordering processes, payment methods (including Government Purchase Cards), web-based ordering capabilities, and regulatory compliance including adherence to the Service Contract Act of 1965. Respondents must address each question outlined in the request, referencing classification and NAICS codes relevant to utilities and water services, and provide answers within a 20-page limit. Responses must be submitted electronically by December 1, 2010, and any inquiries are to be directed to the designated CBP contract specialist. This RFI emphasizes collaboration with industry partners to better understand market conditions and regulatory considerations, but the government clarifies that any eventual contract award will follow a competitive process and may involve multiple vendors. The solicitation supports transparency while allowing CBP to explore innovative procurement practices for sustainable and efficient bottled and bulk water supply solutions.
