61--LARGE POWER TRANSFORMER BLANKET PURCHASE AGREEMENT

The contract is a firm fixed price award under the Western Area Power Administration’s Large Power Transformer Blanket Purchase Agreement for the supply, testing, delivery, and installation support of a 300 MVA, 230/161/13 kV three-phase power transformer to be installed at the Bouse Substation near Parker, Arizona. The procurement follows a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where technical compliance with specified standards—including IEEE C57.12.90, IEEE 693, IEEE C57.13, and ISO 9001—is mandatory, and price is the sole differentiator among qualified offers. Packaging must adhere to good commercial practice without military standards, and no barcoding is required. The transformer specifications, pricing schedule, and subcontract plan template are essential attachments that define technical and administrative requirements, and all proposals must be submitted via email to sylvester@wapa.gov by April 30, 2026. Final acceptance occurs only upon delivery to the designated substation site, with warranty and performance guarantees codified under WAPA-specific clauses covering express warranties, warranted characteristics, and remedies for non-conformance.
