The U.S. Embassy in Wellington, New Zealand, is seeking to establish a Blanket Purchase Agreement (BPA) for the procurement of residential furniture, furnishings, and related supplies to support mission operations in leased and owned residences. This solicitation, identified as 19NZ9526Q0005, targets vendors capable of delivering new, unused, commercially available items that meet strict quality and durability standards, including upholstered pieces with stain-resistant or easily cleanable fabrics and surfaces resistant to ordinary household wear. The requirement covers a comprehensive list of items such as coffee tables, lounge chairs, sofas, dining tables, bookcases, desks, dressers, and bedroom furniture, all of which must maintain a coordinated aesthetic in finish and style. Deliveries must include full assembly, installation, leveling, connection, and placement, with a strict four-week lead time from order receipt and delivery occurring only on weekdays between 9:00 AM and 4:00 PM, exclusively by the BPA holder. The performance period begins with a one-year base term with options to extend for up to four additional years, and the contract type is firm fixed price. The government intends to award one or more BPAs without discussions, with evaluations based on a mandatory responsibility determination under FAR 9.1, assessing financial capability, past performance, ethical conduct, organizational capacity, and compliance with applicable laws. Offerors must complete annual representations in SAM, maintain a Unique Entity Identifier, and provide CAGE codes for ownership structures. Compliance with numerous Federal Acquisition Regulation clauses is required, including those governing contractor ethics, whistleblower protections, labor standards under the Service Contract Act and Fair Labor Standards Act, trafficking in persons, prohibition of products from Kaspersky Lab, ByteDance applications, and certain telecommunications and surveillance equipment. The BPA incorporates Buy American and Trade Agreements requirements, and contractors must adhere to Department of State protocols for personnel identification, classified information handling, and protection of government property. Invoices must be submitted monthly or at BPA expiration to wellington.invoices@state.gov, supported by delivered item documentation containing supplier name, BPA number, purchase details, and authorized employee information.
