This procurement is a 100% Small Business Set-Aside under NAICS code 562112 for hazardous waste collection services to support the Hawaii Air National Guard at Joint Base Pearl Harbor-Hickam, Kahului, and Keaukaha, with a total contract ceiling of $300,000 over a five-year period. The Government intends to establish up to four Blanket Purchase Agreements under an Indefinite-Delivery, Indefinite-Quantity (IDIQ) structure, with no minimum work guarantee or minimum call value. Offerors must be registered in SAM.gov, hold a valid CAGE code and Unique Entity ID, and submit responses via the SAM portal by the deadline of 28 July 2026. The solicitation is governed under FAR Part 12 for commercial item acquisition and includes mandatory clauses related to system registration, personal identity verification, cybersecurity, antiterrorism training, sustainable procurement, and prohibitions on contracting with entities involved in certain foreign regimes or forced labor. Evaluation is based on two equal-weighted factors: past performance and price, with past performance assessed for recency and relevancy of prior hazardous waste disposal work, and no discussions will be held with offerors—therefore, initial quotes must reflect the best possible terms. Performance requires compliant pickup, transport, and disposal of hazardous materials including used oil, JET-A, coolant, brake fluid, and fluorescent lamps, with strict adherence to DOT, EPA, and Hawaii State regulations. Contractors must conduct CLOR-D-TECT testing prior to collection, submit manifests and disposal receipts, provide AT and OPSEC training certifications for personnel, and operate under a site-specific safety plan. All invoicing must be submitted electronically through WAWF within ten days of pickup, and contractors must comply with reporting obligations under SAM.gov for service contract labor hours. The performance period spans from September 1, 2026, to August 31, 2031, with four one-year option periods, and the contractor is responsible for all transportation, documentation, and regulatory compliance at designated locations across Oahu, Maui, and the Big Island.
