Naval Air Systems Command (NAVAIR) awarded contract N0001926D0006 to Kratos Unmanned Aerial Systems, Inc. (KUAS) for test, teardown, and evaluation (TTE) and repair services for the BQM-177A Subsonic Aerial Target System. This system is utilized for weapon systems test and evaluation and Fleet training. The contract is a single award Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle consisting of five one-year ordering periods, with authorization extending through April 30, 2031. Financial structures include cost-plus-fixed-fee (CPFF) CLINs for TTE and repairs, as well as cost-reimbursable CLINs for travel. The award was issued as a sole source under NAICS Code 336414 and PSC J014, justified by FAR 6.302-1 and 10 U.S.C. 3204(a)(1). KUAS was identified as the only responsible source because it is the original designer and manufacturer, possessing proprietary technical data, mission-specific software, and unique tooling that the government does not own. All performance, including inspection and acceptance, takes place at the KUAS facility in Sacramento, California. Due to the proprietary nature of the system and the lack of a government-held Technical Data Package, the award was made without competition to avoid substantial duplication of costs and unwarranted delays.
