The item must meet all applicable DLA Master List of Technical and Quality Requirements identified by R or I numbers, which take precedence over any commercial standards including ASTM D3951. The contract mandates strict compliance with MIL-STD-129 for marking and labeling of all packaging, palletization under RP001, and packaging protocols defined by FED-STD-313, requiring either IP025 compliance for hazardous materials or commercial packaging for non-hazardous items.
