Solicitation SPE7M1-27-T-1229 is a request for quotations issued by the Defense Logistics Agency (DLA) Weapons Support Maritime Supply Chain for the procurement of 62 mounting brackets under NSN 5340-01-673-6881. The requirement is open to full and open competition and is not a small business set-aside, though a price evaluation preference is available for certified HUBZone small business concerns. Delivery is required within 91 days after receipt of the order, with the place of performance and delivery located in New Cumberland, Pennsylvania. The procurement is conducted under the First Destination Transportation program with FOB Origin terms. The contract involves significant technical and security constraints, including a restricted technical data package from Oshkosh Defense, LLC that requires a signed license agreement for access. Technical data is subject to ITAR or EAR export controls, requiring vendors to have approved US/Canada Joint Certification Program certification and specific DLA training. Compliance requirements include CMMC Level 2 certification, phosphate coating supplier certification, and adherence to MIL-STD-129 for marking and MIL-STD-2073-1E for packaging. Inspection and acceptance will occur at the origin, requiring a manufacturer's inspection system compliant with SAE AS9003 or ISO 9001. All quotes must be submitted via the DIBBS portal.
