Solicitation SPE7L1-27-T-0461 is a fixed-price request for quotations issued by the DLA Weapons Support Land Supply Chain for the procurement of two mounting brackets used in cabin-air distribution, identified by NSN 5340-01-332-3466. The requirement includes a First Article Test (FAT) for one unit, with a delivery window of 90 days for the test item and 200 days for the final delivery. Items are to be delivered FOB Origin via a freight forwarder in New York to the final destination of the Jordanian Air Force in Amman, Jordan. The contract mandates strict adherence to technical and quality requirements, including MIL-STD-2073-1E for packaging and MIL-STD-129 and MIL-STD-130N for marking. Due to the nature of the technical data, the procurement is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the contract incorporates significant cybersecurity and safety standards, including CMMC Level 2 requirements and DFARS 252.204-7012 for safeguarding covered defense information. Evaluation of offers will be based on price, with a standard government testing cost of 1,000 dollars added to the offered price for the first article test. All quotations must be submitted via the DLA Internet Bid Board System (DIBBS) by October 19, 2026. The procurement prohibits the use of additive manufacturing unless specifically authorized and requires compliance with the Buy American Act and the Berry Amendment.
