The contract solicitation SPE7L1-26-T-833C seeks the procurement of two mounting brackets with NSN 5340-01-490-1737 under a fixed-price delivery basis, with a required delivery window of 99 days after award. The item is subject to stringent technical, packaging, and export control requirements, including compliance with MIL-STD-2073-1E for packaging, MIL-STD-129 for marking and barcoding, and MIL-STD-130N for U.S. military property identification. Packaging must use medium-duty, waterproof, greaseproof, opaque bags per MIL-DTL-117 for UV-sensitive components, and preservation methods include epoxy coating with no mercury or asbestos allowed. The brackets are classified as export-controlled technical data under ITAR or EAR, restricting access to entities with approved U.S./Canada Joint Certification Program status, completed DLA export control training, and formal authorization from DLA. Cybersecurity requirements mandate adherence to NIST SP 800-171 and DFARS 252.204-7012 for safeguarding controlled unclassified information, with the contractor required to be CMMC Level 2 certified as a third-party assessment organization. Performance is governed by FAR and DFARS clauses covering inspection at origin, payment through WAWF only, small business representation, trafficking in persons, employment eligibility verification, and prohibitions on unauthorized obligations and certain telecommunications equipment. The place of delivery is Tracy, California, with FOB destination terms, and all proposals must be submitted electronically via DIBBS by July 30, 2026. No contract value or unit pricing is specified, and while the contract type remains to be inserted, the evaluation basis appears to prioritize price with applicable small business preferences for HUBZone, 8(a), SDVOSB, WOSB, and EDWOSB entities, though no formal adjectival ratings or weights are defined. All deliverables must conform to military standards and require proper hazardous material labeling as per OSHA’s Hazard Communication Standard and MIL-STD-129, with no options, modifications, or alternate performance locations referenced.

General Info

Procure two export-controlled mounting brackets, deliver in 99 days, comply with ITAR/EAR, DOD training, and DLA approval.
