Solicitation SPE7L3-27-T-0886 is a request for quotations from the Defense Logistics Agency (DLA) Weapons Support for the procurement of one vehicular component bracket, identified by NSN 2590-01-672-8306. The contract requires delivery within five days after order (ADO) to a consignee in Germany, with both inspection and acceptance occurring at the point of origin. A critical technical restriction is the absolute prohibition of additive manufacturing processes for the production of these parts; any offers utilizing such methods are ineligible for award. The manufacturer's inspection system must comply with SAE AS9003 or ISO 9001 standards. The procurement is subject to stringent regulatory and quality requirements, including the DLA Master List of Technical and Quality Requirements and MIL-STD-129 for marking and shipment. Export control is a primary concern, as the technical data is subject to ITAR or EAR regulations, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the contract mandates compliance with the Buy American Act and the Berry Amendment, with a specific threshold of 150,000 dollars. Administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for electronic invoicing and payment, and adherence to DFARS 252.204-7012 for safeguarding covered defense information.
