The U.S. Army Test and Evaluation Command at Dugway Proving Ground is seeking a sole-source procurement of Affinisep USA, LLC’s brand-name Solid Phase Extraction (SPE) sampling media under FAR 12.201-1, as no other product meets the technical and regulatory standards required for chemical agent testing programs that must comply with ISO 17025. The acquisition, identified by solicitation number W911S626QA029, is not set aside for small businesses and relies exclusively on Affinisep’s AttractSPE disks and custom pads, specifically Part Nos. SPE-Disks-Bio-DVB-47.20-NF and SPE-Pads-DVB-Bio-T1.100x200.40, to ensure data validity. A total of 13 packs of disks and 2 packs of pads must be sourced from a single production lot to eliminate batch variability, and all items must be shipped directly from the manufacturer in protective Pelican containers to the delivery site in Dugway, Utah, with no third-party distributors permitted. Delivery is required no later than September 30, 2026, with terms F.O.B. destination. Quotations must include fully completed pricing for all four CLINs, including administrative and shipping fees, must provide written guarantees confirming single-lot sourcing and direct manufacturer shipping, and must submit the offeror’s CAGE code, UEI, tax ID, payment terms, and a completed DFARS 252.225-7000 certificate identifying the country of origin for the sampling media. Submissions must be emailed exclusively to Amy Eilerts by 10:00 AM MDT on August 17, 2026, and will be evaluated solely on technical acceptability and lowest price. Failure to meet any requirement, including branding, sourcing, or shipping controls, will result in disqualification, as the government has determined that only this specific product ensures scientific integrity and regulatory compliance.

General Info

U.S. Army sole-sources Affinisep’s SPE disks and pads for chemical testing, single lot, direct shipping, by August 17, 2026, to Dugway, Utah.

Notice of Intent to Sole Source (Brand Name)
The U.S. Army Test and Evaluation Command (ATEC), Applied Sciences Division at Dugway Proving Ground (DPG) intends to solicit and negotiate on a sole-source basis with Affinisep USA, LLC.
