AI Contract Overview
The U.S. Department of Energy’s National Energy Technology Laboratory is seeking a single award for the exact match Perkin Elmer Avio 3000 Inductively Coupled Plasma Optical Emission Spectrometer through a brand-name-only Request for Quote, strictly limited to small business concerns as defined by the 1000-employee size standard. This total small business set-aside requires all quotations to come exclusively from small businesses, and any submission from a non-small business will be disqualified. The instrument is mandated due to its proprietary BSI-CMOS Detector and UV Boost Mode, which are critical for detecting low-concentration analytes in complex environmental and material samples, ensuring data continuity with existing historical records from the NETL Pittsburgh Analytical Lab. No substitutions or alternative models will be considered under any circumstances. Quotations must be submitted via the SF-1449 form through the FedConnect portal by the deadline of August 4, 2026, and must include completed Representations and Certifications, either via SAM.gov or attached documentation. Vendors must be authorized resellers of Perkin Elmer as of the quotation date and may be required to provide proof of authorization. Technical acceptability is determined solely on the exact match of the specified instrument and supporting literature detailing technical capabilities and warranty terms, with selection based on the lowest firm-fixed price among technically acceptable small business offers. All participants must register for notifications on FedConnect to stay informed of amendments or updates, and adherence to FAR Clauses 52.212-1 and 52.212-4 with November 2025 deviations is required. The acquisition is FOB destination, and inquiries regarding FedConnect must be directed to its support team, not the Department of Energy.

Full Description
NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand-Name or Equal Request for Quote (RFQ) for a Perkin Elmer Avio 3000 Inductively Coupled Plasma Optical Emission Spectrometer (ICP-OES) or equivalent per the attached specification requirements list and is prepared in accordance with the Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. The North American Industrial Classification System (NAICS) code for this effort is 334516. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The small business size standard is 1000. The Department of Energy has accepted the deviations of RFO Part 12.
The following clauses apply to this acquisition:
FAR Clause 52.212-1, Instructions of Offerors-Commercial Products and Commercial Services (DEVIATION NOV 2025)
FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Services (DEVIATION NOV 2025)
A full list of applicable provisions and clauses is available in FedConnect.
Quoters shall include a completed copy of their Representations and Certifications with their quote or ensure that their SAM.gov profile is up to date. Representations and Certifications must conform to the RFO provisions.
Interested vendors are to submit their quotation on the attached RFQ Standard Form (SF) 1449, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net by 08/26/2026 by 13:00 PM ED.
EVALUATION: Selection will be based on the small business quotation that is considered technically acceptable with the lowest firm-fixed price quote. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. The Government anticipates issuing a single award from this RFQ. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data, as necessary. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation. The technical acceptability determination will be based on the quotation(s) with a brand name or equal of the product/service as identified within this RFQ and per the attached specifications.
If an item is identified in this solicitation by a "brand name" description or manufacturer part number, such reference is intended to be descriptive, not restrictive. It is used solely to indicate the standard of quality, performance, and operational characteristics required.
Technical offerings of "equal" products (including alternative manufacturers and model numbers) will be considered for award if the Quoter can demonstrate that the proposed product meet or exceed the salient physical, functional, or performance characteristics specified in this solicitation.
To be considered for an "equal" product award, the Quoter must submit with its quote comprehensive descriptive literature, technical data sheets, and/or performance metrics that clearly demonstrate the proposed product meets or exceeds all outlined specifications. NETL reserves the sole right to determine whether an alternative product meets the definition of an "equal" product.
