Gas Compression Recovery SystemThe National Research Council of Canada is procuring a Gas Compression and Recovery System (GCRS) to support full-scale cyclic pressure testing of pipeline materials exposed to natural gas and hydrogen blends at its facility in British Columbia. The system must be designed, delivered, installed, and commissioned within 46 weeks of contract award, with all deliverables meeting stringent technical requirements outlined in Annex G, including a maximum footprint of 3.5 m by 4 m, reliable operation between -15°C and +45°C, and full compliance with the Statement of Requirement. The GCRS must include a comprehensive risk analysis covering machine-to-machine, machine-to-system, and machine-to-human interfaces, accompanied by complete English documentation in both hard and soft copy, along with training and installation services. All work is fixed price, with a maximum funding ceiling of $530,000 CAD plus applicable taxes; any offer exceeding this amount is non-compliant. The system will interface with an NRC-provided Pressure Testing Chamber, which uses inert gas to mitigate fire risk, and must undergo a Factory Acceptance Test at the contractor’s facility in the presence of an NRC representative before shipment, followed by installation and commissioning on site within seven calendar days of delivery. Acceptance will be subject to a Site Acceptance Test Protocol approved by NRC, and unresolved defects must be corrected at the contractor's expense. Eligibility is restricted under Canada’s Policy on Reciprocal Procurement, permitting only Canadian suppliers and suppliers from applicable trading partners to submit offers. Proposals must be submitted electronically in three sections—Technical, Financial, and Administrative—including mandatory forms from Annexes C and D, and must include a Declaration of Reciprocal Procurement Compliance and a List of Names for integrity verification. Offers must remain valid for 60 days past the submission deadline and require a valid Procurement Business Number. Packaging must adhere to environmentally preferable standards, prioritizing reusable, returnable, or recyclable materials with limited exceptions for specialized packaging. Invoicing follows strict guidelines, requiring detailed breakdowns of costs, taxes, and supporting documentation submitted via email to NRC’s designated finance office, with payment issued within 30 days of receipt of a compliant invoice. The Government of Canada retains the right to inspect and test all hardware and software, and acceptance does not waive the contractor’s responsibility for defects.
