The General Services Administration's Supply Chain Management Contracting Division is circulating a continuous Request for Information (RFI) to solicit industry feedback regarding a set of Brand Name National Stock Numbers (NSNs) that were originally designated with brand-specific Item Purchase Descriptions (IPDs). These NSNs, created with particular manufacturers and part numbers specified, may have outdated or overly restrictive requirements. The GSA is seeking to determine whether the specified brand names and part numbers remain the sole viable sources to meet the government’s needs or if alternative manufacturers and products could fulfill these requirements. Respondents are encouraged to review the published list of NSNs and provide detailed information about suitable substitutes by completing a designated Excel template and submitting supporting documentation, including literature clearly referencing the NSNs in question. This feedback will inform GSA’s efforts to maintain effective contract coverage for these items, ensuring flexibility and potential competition in supply sources. The notice is open until February 12, 2027, with the process intended to enhance the accuracy and relevance of the contract item descriptions over the lifecycle of the NSNs. Responses should be sent electronically to a specified GSA email address with a prescribed subject line format to facilitate proper tracking and evaluation. For individual IPD requests, industry participants can also contact GSA directly. The effort supports the agency’s intent to confirm or update manufacturer and part number specifications associated with NSNs primarily used in maintenance, repair, and operations supplies, specifically under NAICS code 332216, and serves a Kansas City-based place of performance. Key contacts are available within the GSA’s Supply Chain Management Division to assist vendors throughout this industry engagement.

Full Description

GSA's Supply Chain Management Contracting Division is seeking feedback from industry regarding the Brand Name National Stock Numbers (NSNs) published with this notice.

The NSNs were established as Brand Name (BN) specific at the point they were created, and therefore the Item Purchase Descriptions (IPDs) are likewise written as BN specific. Supporting information was provided at the point of NSN/IPD creation, however in some cases that information may no longer be relevant (see FAR Part 10), and as Brand Name specific items, GSA is seeking to verify whether the need described by the IPDs can in fact only be met by the one particular manufacturer cited (the manufacturer indicated in the IPD), or whether other manufacturers’ products (or brands) can be offered which can meet the requirement.

In order to meet the continued need for these items on behalf of our customers, GSA will seek to add these items to contract, but during the lifecycle of the NSN, we are issuing this notice as a request to industry to provide feedback confirming or countering the requirement as described. Are these manufacturer names and part numbers, as listed in the IPDs, the only manufacturers that will meet the requirement, or are there suitable substitute manufacturer names and part numbers that can be offered to meet the requirement? Please note that supporting information must be provided by industry respondents by filling in accurately and completely, all of the designated columns, for any NSN(s) that you are seeking to comment on.

To respond to this feedback request, please complete the attached excel template in the highlighted columns designated for industry feedback, along with supporting documentation for all NSNs where you indicated a viable substitute, and email them to fssi.mro-req@gsa.gov. Note that all literature must contain the NSN indicated on every page of literature submitted so that the NSN association being made is clear. Also the subject line of your email must follow this naming convention: BN NSN Industry Feedback, [Your Vendor or OEM Name]. ie, "BN NSN Industry Feedback, ABC Corporation".

All NSNs with corresponding Brand Name Only manufacturer and part numbers are listed on the Brand Name attachment. To request an individual IPD, please email fssi.mro-req@gsa.gov with the following naming convention in the subject: “BN NSN Industry Feedback, IPD Request, NSN (please list NSN)”

The end date for this notice states 12 Feburary 2027. Please note that this is a continuous RFI.

Angle Block SetsThe U.S. Army Contracting Command-Redstone has issued a Request for Information (RFI) to gather market research for the potential procurement of ten (10) Angle Block Sets intended to significantly enhance angle measurement capabilities across the U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA) network. These precision measurement sets are to be distributed to eight reference laboratories, the Training Lab, and the Enterprise Support Division (ESD) TV Lab, with delivery directed to Building 5435, Fowler Road, Redstone Arsenal, Alabama. Each Angle Block Set must contain 16 blocks with specific angular increments (degree, minute, and second increments) and provide a measuring range from 0 to 99 degrees with an accuracy of ±1 arcsecond. The blocks will be furnished in protective cases but no additional military packaging, preservation, or marking standards are mandated. This RFI, identified by solicitation number PANRSA-26-P-0000-036152 and using NAICS code 332216, is a firm fixed price (FFP) market research effort rather than a solicitation and therefore does not contain binding contract clauses, evaluation criteria, or pricing data. Vendors responding must provide essential company information, including business size, socioeconomic status, CAGE Code, and Unique Entity Identifier (UEI). The response deadline is May 15, 2026, and submissions must be sent via email to designated contracting personnel at the Army Contracting Command-Redstone. While no formal award factors or terms of inspection and acceptance are established, delivery and acceptance are expected at the designated ESD location. This RFI serves to assess industry capabilities before potential future procurement actions and does not constitute a commitment or offer from the government.
