The U.S. Navy’s Fleet Logistics Center Puget Sound is soliciting circuit breaker racking system parts from OEM L3 HARRIS MARITIME POWER & ENERGY SOLUTIONS INC dba SPD Electrical Systems Inc under a brand name requirement for use with the Navy Type ACB-4010HR cross tie circuit breaker, with the procurement identified as a total small business set-aside under NAICS code 332722. The acquisition covers four specific components—mechanical screw racking, screw lock, nut bolt racking, and key plate racking—each requiring exact manufacturer part numbers and compliance with DFARS 252.211-7003 for DoD unique identification or an approved equivalent. Contracts will be awarded on a firm fixed price basis under FAR Part 12, placing full cost and profit risk on the contractor, with deliveries due by August 31, 2026, to locations in Yokosuka, Japan, and FPO AP 96349, United States, under FOB Origin terms where the government arranges and pays for transportation. Quotes must include official company name, point of contact, CAGE code, business size, unit and total pricing with lead times, and must be submitted electronically via SAM.gov by the revised deadline of July 24, 2026, at 2:00 PM Pacific Daylight Time; all proposers must be registered in SAM, confirm annual certifications, and submit signed copies of Amendment 0001 if applicable. Offerors must quote the entire effort or risk rejection, and proposals must be accompanied by documentation proving authorized distributor status if not the OEM. Compliance with ASTM-D-3951 packaging standards, prohibition of specified materials, and adherence to MIL-STD-130 and MIL-STD-129 for unique item identification and labeling are mandatory. The government will evaluate offers based on technical capability including delivery date, price, and past performance with no weighting hierarchy, selecting the most advantageous offer. All communications must be electronic, with questions limited to designated email contacts up to one day before the closing deadline. Payment will be processed exclusively through the Wide Area Workflow (WAWF) system, and contractors must consent to the release of proprietary data to AbilityOne Program personnel for potential closeout support. Compliance with numerous FAR and DFARS clauses, including those on whistleblower rights, cybersecurity, subcontracting, and compensation of former DoD officials, is required
