AI Contract Overview
The U.S. Navy’s Fleet Logistics Center Puget Sound is soliciting sole-source replacement anchor windlass parts from MacGregor USA Inc. for the USNS Amelia Earhart (T-AKE-6), leveraging the manufacturer’s proprietary design data, engineering tolerances, and manufacturing controls essential to ensure the system’s safe and reliable operation under rated loads. While the requirement is initially designated as sole-source due to the OEM’s exclusive access to critical technical specifications, the Government is inviting expressions of interest from other parties solely to assess whether a competitive procurement may be warranted, though it retains full discretion to proceed non-competitively. The solicitation, issued under number N0040626Q0171 and governed by FAR Part 12 for commercial items, will be evaluated using no weighted criteria among technical capability—including delivery date—price, and past performance, with award expected by May 2026 and delivery required on or before June 5, 2026. All parts must be packaged per MIL-STD-2073-1 or ASTM D3951, with wood components compliant with ISPM-15 standards, and labeled in accordance with MIL-STD-129R, including the vessel name, hull number, requisition, and purchase order identifiers in minimum two-inch stencil. Unique Item Identification (UID) requirements mandate the use of two-dimensional Data Matrix barcodes per ISO/IEC 16022 and MIL-STD-130, registered in the DoD IUID Registry. Deliveries are FOB destination at the Military Sealift Command BATS facility in San Diego, California, with 48-hour advance notification required. Payment will be processed via WAWF using the DoDAAC N50082, with invoicing methods tied to contract line item types. Contractors must comply with a suite of Federal Acquisition Regulation clauses covering whistleblower protections, cybersecurity safeguards including DFARS 252.204-7012, anti-trafficking, equal opportunity, and prohibited practices involving inverted domestic corporations and debarred entities. Pricing details are not provided in the solicitation, and offerors are to submit unit and extended prices for 47 specific line items, including brake bands, bolts, nuts, washers, bearings, seals, and mechanical components, with no estimated contract value disclosed.
