The Naval Supply Fleet Logistics Center Puget Sound is seeking to procure replacement anchor windlass parts specifically from MacGregor USA Inc for the USNS Amelia Earhart's installed anchor windlass system. This procurement is being conducted as a sole-source requirement because MacGregor USA Inc holds proprietary design data, engineering standards, material specifications, and manufacturing controls critical for safe and reliable operation under rated loads. Although the contract is sole-sourced, other companies may express interest and demonstrate their capability, which will help the government decide whether to open the procurement competitively. The final decision to proceed or not will be at the discretion of the government based on these responses. The solicitation, designated N0040626Q0171, was posted in May 2026 with a response deadline shortly following. Evaluation of quotes will consider multiple factors including technical capability, delivery schedule, price, and past performance, without prioritizing any single factor. The place of performance is San Diego, California, while the contracting office is based in Bremerton, Washington. Key points of contact include Brian Schuyler as the Contracting Specialist and Chris Parker as the Contracting Officer. The anticipated award date for this requirement is May 2026.
