The contract requires the delivery of sixty fully assembled Metro Lifeline Emergency Response crash carts, or an equal product as defined by the solicitation, to the Central Arkansas Veterans Healthcare System in Little Rock, Arkansas. The equipment must be constructed of durable polymer material with specific dimensions, integrated hardware including an oxygen tank holder, suction rack, sharps container bracket, defibrillator rack, expandable IV pole, hospital-grade electrical outlet strip, and dual locking mechanisms for pharmaceuticals and supplies. All carts must be delivered fully assembled, excluding expendable supplies and capital equipment, and accompanied by OEM authorization and warranty information. The solicitation is exclusively set aside for Verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered in the VIP database, and vendors must certify their small business status and compliance with Buy American Act and Trade Agreements Act requirements. Offerors proposing “equal” alternatives must submit detailed descriptive literature demonstrating compliance with all salient physical, functional, and performance characteristics outlined in the statement of work, along with fully burdened pricing and quantities to enable government evaluation. Pricing is the primary evaluation factor, with award going to the lowest-priced responsive offeror conforming to the brand-name specification or providing a government-approved equal product. All proposals must be submitted electronically in Microsoft Word or Adobe Acrobat format by the deadline of June 17, 2026, to the designated Contract Specialist, with no faxed submissions permitted. Delivery is FOB destination, with a thirty-day delivery window from award, and invoices must be submitted electronically in arrears upon delivery and acceptance, following VAAR Clause 852.232-72 and payment via Electronic Funds Transfer as mandated by FAR 52.232-33. The contract includes mandatory clauses addressing whistleblower protections, prohibitions on internal confidentiality agreements, child labor, equal opportunity for workers with disabilities, employment reporting for veterans, combating trafficking in persons, encouraging policies to ban text messaging while driving, and security prohibitions related to unmanned aircraft systems and telecommunications equipment.
