Amendment 5: Update the "Tool Listing" excel file v2.
Amendment 4: Reopen solicitation and extend the response due date to 8 Jun 2026 at 5pm. Contractors are encouraged to use the excel file titled "Tool Listing" when quoting and carefully review all line items and quantities to ensure all quotes are completed prior to submission.

Vendors who believe they can meet the minimum salient characteristics for this requirement for toolboxes as described in the attached Statement of Requirements (SOR) are invited to submit a quote.
Offerors are required to submit their Quote with enough information for the Government to evaluate the minimum requirements detailed in the solicitation.
EVALUATION CRITERIA: Order will be awarded to the vendor whose quote provides the Lowest Price Technically Acceptable. In accordance with FAR 8.405-1(f), the following factors may also be considered (in addition to price):
- Past performance.
- Special features of the supply or service required for effective program performance.
- Trade-in considerations.
- Probable life of the item selected as compared with that of a comparable item.
- Warranty considerations.
- Maintenance availability.
- Environmental and energy efficiency considerations.
- Delivery terms.
The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The solicitation provides that quotations will be evaluated using Lowest Price Technically Acceptable (LTPA). The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical acceptability. This factor is the: (1) Ability to provide the required toolboxes as defined in the attached SOR. The agency will first rank quotations according to price, from lowest to highest, and will evaluate the lowest-priced quotation as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government.
