This combined synopsis/solicitation for commercial items prepared in accordance with the format at RFO 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W912HZ26QA056 is being issued as a request for quotation (RFQ) for Brand Name YSI multiparameter water meters and flow tracker systems. This requirement is a Total Small Business Set-Aside in accordance with RFO 19.104.

The associated North American Industry Classification System (NAICS) code is 334514 - Totalizing Fluid Meter and Counting Device Manufacturing, which has a small business standard size of 850 employees. 

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Aquatic Ecology and Invasive Species Branch (EEA) requires the acquisition of new Brand Name YSI (by Xylem) multiparameter water meters and flow tracker systems. This equipment will need to be compatible with the already owned Government YSI equipment.

The following factors shall be used to evaluate offers:

1.) Technical

The Government will evaluate the Offeror's technical capability to provide the requirements of the Description of Requirement (DOR). Techniccal evaluation will include:

• The Offeror shall provide the BRAND NAME YSI multiparameter water meters and flow tracker systems meeting all requirements identified in the Description of Requirement (DOR).
• Lead Time: The Offeror shall provide a proposed delivery schedule, stated in calendar days after receipt of order (ARO), for all required items. To be technically acceptable, the quotation must include a clear and complete delivery schedule for FOB Destination shipment to the required delivery locations and must not take exception to the Government’s requirement for delivery as soon as possible after award.

2.) Price

• Total quoted price to fulfill the Government's requirement in its entirety to including all shipping costs.

The following factors shall be used to evaluate offers: (1) Technical capability to fulfill the Government's requirements in its entirety - BRAND NAME YSI multiparameter water meters and flow tracker systems / Lead Time, and (2) Total price to fulfill the Government's requirement in its entirety.

Award will be made to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA) offer meeting all requirements in the Description of Requirements.
