Encore Liberty II, LLC has submitted a Uniform Planning Application to the City of Rio Vista for the Brann Ranch Master Planned Community Development Project, seeking approval for a vesting tentative subdivision map that would allow for up to 1,125 dwelling units, including 1,073 single-family and 52 multifamily units, along with a 2.4-acre mixed-use area, an 8.7-acre elementary school site, community and pocket parks, and necessary infrastructure. This proposal follows the expiration of prior approvals from 1993 and 2006, which were tied to the original Marks Ranch Specific Plan adopted in 1990. The project aligns with the City’s General Plan density allowances of up to seven units per acre for R-1 zoning and five units per acre for mixed-use areas, and it is formally recognized within the City’s certified sixth-cycle Housing Element as contributing to its Regional Housing Needs Allocation. The development requires a General Plan amendment, rezoning, and the establishment of a Planned Unit Development to authorize the proposed land use configuration and development pattern. The project is being reviewed under state environmental regulatory frameworks, with supporting documentation including jurisdictional determinations, aquatic resource delineations, and environmental compliance assessments tied to CEQA, Clean Water Act Section 404, and state water conservation standards. Key stakeholders include the City of Rio Vista as the lead agency, with technical and project management support from Encore Liberty II, LLC, Ascent Inc., and other consultants; the U.S. Army Corps of Engineers plays a regulatory role in environmental permitting. While no federal contract value, pricing, or FAR-based procurement structure is present, the project involves extensive environmental and land use reviews, with submissions required to meet specific technical standards such as ASTM E1527-2013, WUCOLS, and local irrigation guidelines. Delivery and performance locations are situated within Rio Vista, CA, with official contacts designated for public works and project management, and public comment periods and regulatory appeals processes are part of the procedural framework, though no formal contract award methodology, payment details, or federal contracting clauses are applicable.

Full Description

Encore Liberty II, LLC (owner and applicant) has submitted a Uniform Planning Application to the City of Rio Vista for the Brann Ranch Master Planned Community Development Project (“Brann Ranch Project” or “project”). This project has been under consideration for many years. It was originally approved as part of the Marks Ranch Specific Plan, which was adopted by the City in 1990, following certification of an EIR. A development agreement was originally approved in 1993 and, in 2006, a vesting tentative subdivision map and amended development agreement were approved. These prior approvals expired in January 2024. The current proposal is for a vesting tentative subdivision map for up to 1,073 single family dwelling units and 52 multifamily dwelling units, for a total of 1,125 dwelling units; an approximately 2.4-acre mixed use area; an approximately 8.7-acre elementary school (kindergarten through sixth grade) site; a community park and smaller pocket parks; and supporting infrastructure. The proposed project is within the existing permitted density for the project site in the City’s General Plan (up to 7 dwelling units per acre for Single Family R-1 residentially-zoned land and 5 dwelling units per acre for Mixed-use/Neighborhood) and included in the City's sixth cycle Housing Element certified by the Housing and Community Development Department as contributing to the City's Regional Housing Needs Allocation. The project would include a General Plan amendment, rezoning, and a Planned Unit Development (PUD) to establish the proposed land uses and development pattern of the Brann Ranch Master Planned Community.
