Brea 2050: Focused General Plan Update and Brea Core Specific Plan

The City of Brea is implementing the Brea 2050: Focused General Plan Update and the Brea Core Specific Plan to modernize the 2003 Brea General Plan. This project focuses on updating chapters related to community development, including land use, circulation, and economic development, as well as community resources, services, and public safety. The initiative aims to increase housing and non-residential capacity, allowing for a total of 23,736 residential units and over 30 million square feet of non-residential use across the city and its sphere of influence. Specifically, the Brea Core Specific Plan will implement goals from the 2017 Brea Envisions and the 2020 Core Active Transportation Plan, designating 4,752 residential units and approximately 6.38 million square feet of non-residential use within its boundaries. The project requires a comprehensive Program Environmental Impact Report in compliance with the California Environmental Quality Act. Key regulatory and technical requirements include coordination with Caltrans for impacts on state transportation facilities, adherence to ADA accessibility standards for Complete Streets, and strict confidentiality regarding tribal cultural resources as mandated by the Native American Heritage Commission. Technical deliverables must be stamped and signed by licensed engineers. The project is managed by City Planner Maribeth Tinio and involves consulting support from Harris and Associates, with final approval and a Notice of Determination issued in June 2026.
