Breast and Cervical Cancer Program (BCCP) Provider Fee For Service Contract

The Mississippi State Department of Health is seeking providers to join the Breast and Cervical Cancer Program (BCCP) Provider Network through an open Request for Applications (RFA) numbered 2025-REQ-147, with applications accepted on a rolling basis until March 31, 2027. This fee-for-service contract supports the delivery of preventive cancer services—including clinical breast exams, Pap tests, pelvic exams, mammograms, and diagnostic follow-up—to eligible Mississippi residents under CDC grant 93.898. The program is designed to renew approximately 120 to 140 existing Fee-for-Service Contract Numbers (FFSCNs), aligning closely with prior QPulse FFSCNs such as QPulse FFSCN-20, and to onboard new providers who meet program requirements. Services must be performed by enrolled Primary Providers, OB/GYNs, Surgeons, or Mammography Facilities across the state, with reimbursement tied to CMS Medicare Part B fee schedules. Providers must maintain CLIA certification for laboratories, comply with state licensure requirements, and adhere to MSDH program protocols, including strict documentation standards for patient enrollment, coding using approved CPT/HCPCS codes, and patient navigation services. All applicants must provide a valid Unique Entity ID (UEI) and proof of current SAM.gov registration, and are subject to extensive eligibility screening including debarment status, conflict of interest disclosures, and audit history. Any responses indicating prior contract terminations for default, felony convictions, or recent audits trigger mandatory documentation submissions, including audit reports and explanations. Contractors must report corporate changes, such as tax ID or licensing updates, within 30 days and notify the program within 14 days of cancer diagnosis reporting for surveillance purposes. Third-party providers billing under different tax IDs must also hold separate agreements with MS-BCCP. Invoices must be submitted electronically or via secure fax or mail, and handwritten submissions are prohibited. Payment processing is managed by the MSDH Office of Finance and Accounts, with no fixed contract value specified—the total reimbursement depends on actual service utilization during the initial performance period from July 1, 2025, to June 30, 2026, with the option to extend through June 30, 2027.
