Breast and Cervical Cancer Program (BCCP) Provider Fee For Service Contract

The Mississippi State Department of Health (MSDH) has issued a Request for Applications (RFA) for the Breast and Cervical Cancer Program (BCCP) Provider Fee For Service Contract. This initiative seeks qualified providers to offer cancer screening and diagnostic services to enrolled patients across Mississippi, with an annual funding pool of up to 1,000,000 dollars provided via a CDC grant. The initial period of performance runs from July 1, 2025, to June 30, 2026, with potential extensions through June 30, 2027. Applications are accepted on a rolling basis through March 31, 2027, and are evaluated by an MSDH committee based on minimum requirements and specific weighted factors. The program utilizes a fee-for-service reimbursement model where payments do not exceed the current CMS Medicare Part B Participating Health Care Provider rates. Eligible providers include primary providers, OB/GYNs, surgeons, mammography facilities, and outpatient surgery facilities. Key requirements include the use of CLIA-certified laboratories for pathology and the submission of specific screening intake and consent forms within five business days of service. Invoicing must be submitted within 45 days of service, excluding June services which are due by the second Friday of July. Applicants must provide a Unique Entity ID, SAM.gov registration, and a current W9, while certifying they are not debarred or suspended from federal or state funding.
