Solicitation SPE7M2-27-T-0801 is a fixed-price, small business set-aside procurement issued by the Defense Logistics Agency (DLA) for the supply of BREATHER units (NSN 4320-01-733-5905). The requirement involves multiple line items for a total of four units, with a delivery timeline of 20 days after award. Performance is based on FOB Origin terms, with the final delivery destination being the USS George H W Bush (CVN 77) via FPO AE 09513. Inspection and acceptance are designated at the destination. The contract mandates strict adherence to technical and quality requirements, including the prohibition of Class I ozone-depleting chemicals and the intentional addition of mercury. Packaging must comply with MIL-STD-2073-1E and MIL-STD-129, and palletization must follow RP001. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the solicitation incorporates cybersecurity reporting requirements under DFARS 252.204-7012 and provides a price evaluation preference for HUBZone small business concerns. All invoicing and payment processing must be conducted through the Wide Area WorkFlow (WAWF) system.
