The Naval Sea Systems Command (NAVSEA) intends to award a sole source bridge contract for the continuation to efforts currently under contract N00024-14-C-4107 that will provide supplemental support services required for the U.S. Navy's domestic and international submarine rescue program. Specifically, this effort encompasses the operation and maintenance (O&M) support services for the submarine rescue systems that perform rescue operations worldwide during distressed submarine (DISSUB) rescue events, training/exercise, operations domestic and international, equipment certification, and Operational Readiness Evaluations (ORE). The Submarine Rescue Operations and Maintenance Contractor (SROMC) is responsible for: maintaining all systems in a constant high state of readiness; and providing appropriate and sufficient personnel and services necessary for the engineering, management, technical and logistic support, mobilization, deployment, operation, storage, and repair and maintenance of the Submarine Rescue Diving Recompression System (SRDRS) on a 24-hour-per-day, 7-day-a week basis. The current period of performance for the existing contract has a sixty-month period of performance from 29 August 2014 through 28 August 2019. It is anticipated that the follow on competitive contract will not be awarded until the third quarter of Government FY 2020, leaving a gap with no contract coverage. This acquisition is in accordance with the authority of 10 U.S.C. 2304(c)(1), as implemented under FAR Part 6.302-1(2)(a)(ii). Full and open competition need not be provided when supplies or services available from only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. This announcement is published for informational purposes and is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Phoenix International Holdings directly. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
