The General Services Administration plans to award a sole source bridge contract to Cox Business Services to ensure continuity of local telephone services for the State of California, as the current contract is set to expire on May 1, 2011, with no extension options. Cox services approximately 600 telephone lines used daily by various government agencies to communicate with the public, commercial entities, and internal departments. The bridge contract is necessary to avoid any disruption or degradation of these critical communication services and will provide a six-month extension with an option for an additional six-month period, valued at approximately $63,000. This contract award is based on the justification that Cox is the only responsible source capable of meeting the executive agency’s requirements, as outlined under federal procurement regulations that permit sole source awards under such circumstances. The extension allows sufficient time for transitioning services to subsequent follow-on contracts without operational interruptions. The General Services Administration's Region 9 office in San Francisco is managing this acquisition, with Jo Ann Lew serving as the Senior Contracting Officer for this effort. This announcement serves only as an informational notice and is not a formal solicitation.

The current Local Services Acquisition (LSA) contract for the State of California, Contract No. GS09T06DLD8353 with Cox Business Services (Cox), is due to expire on May 1, 2011, with no further options to extend the period of performance. To provide for continuity of operations and allow sufficient time to transition existing services to follow-on contracts, the General Services Administration intends to award a bridge contract on a sole source basis to COX, pursuant to 41 U.S.C. 253(c)(1), "...services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency." Cox provides services for approximately 600 telephone lines. These services are necessary for Government agencies to conduct its day-to-day business with the public, commercial and private entities, and with each other. Failure to execute a contract to ensure the services remain in place puts the Government at risk of loss or degradation of services or functionalities and subsequent cost impacts. The bridge contract will extend current services and allow for necessary changes to those services for a period of six months with an option to extend the contract for one six-month period. The estimated value of the base and option periods is $63,000. This is not a formal solicitation. This notice is for informational purposes only.
