The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for a Wisconsin Department of Children and Families’ Brighter Futures Initiative (BFI) Program in Regions 1, 2, 4, 5, 6 and 7 with a program objective of either: • Prevent and reduce the incidence of youth violence and other delinquent behavior; or • Prevent and reduce the incidence of youth alcohol and other drug use and abuse; or • Increase adolescent self-sufficiency by encouraging high school graduation, vocational preparedness, improved social and other interpersonal skills and responsible decision-making.
The Wisconsin Department of Children and Families (DCF) have current BFI Program contracts through 2027 in Regions 1, 2, 3 and 7. If any county or tribal agency is currently contracted to provide BFI services which have renewal options through December 31, 2028, they will not need to submit a response to this procurement.
