BROAD AGENCY ANNOUNCEMENT (BAA) for Extramural Biomedical and Human Performance Research and Development - HT9425-23-S-SOC1
Solicitation # HT9425-23-S-SOC1-0003
The United States Special Operations Command (USSOCOM), through the Defense Health Agency and USAMRAA, is soliciting extramural research and development ideas for biomedical and human performance enhancements. This Broad Agency Announcement (BAA) HT9425-23-S-SOC1 is continuously open from August 1, 2023, through July 31, 2028. The program focuses on basic and applied research to advance scientific knowledge and improve theater and operational medicine, specifically targeting human performance attributes like cognitive resilience and physical capacity, the integration of artificial intelligence to augment judgment, and canine medicine for trauma resuscitation in extreme environments. The application process requires a two-tier submission: an initial pre-proposal submitted via the electronic Biomedical Research Application Portal (eBRAP), followed by a full proposal submitted through Grants.gov if invited. Proposals are evaluated based on technical merit, relevance to the USSOCOM mission, and fund availability. Financial guidelines indicate that most projects typically range between 2 million and 10 million dollars, with an absolute budget ceiling of 10 million dollars per project. Awards are subject to FAR, DFARS, and AFARS regulations, and non-small business entities receiving awards over 750,000 dollars must provide a subcontracting plan.
