CITY OF BELFAST, MAINEFISCAL YEAR 2025 UNITED STATES ENVIRONMENTAL PROTECTION AGENCYBROWNFIELDS CLEANUP PROGRAMREQUEST FOR PROPOSALSQUALIFIED ENVIRONMENTAL PROFESSIONAL SERVICESSUBMISSION DEADLINE: 9:00AM LOCAL TIME, TUESDAY, AUGUST 5TH, 20251. PURPOSE OF THIS REQUESTIn May of 2025, the City of Belfast was selected for a cooperative agreement in the amount of $2,000,000 from the United States Environmental Protection Agency (USEPA) in their Fiscal Year 2025 Brownfields Cleanup Program competition. The two brownfield properties that the City of Belfast will utilize this USEPA Brownfields Cleanup funding to clean up are: 1) 137 Church Street, Belfast, also known as the Waldo County Superior Court House; and 2) 74 High Street, Belfast, also known as Bradbury Manor.137 Church Street, Belfast is a 0.34-acre site located adjacent to Belfast City Hall and within the City’s downtown core, that was used as the Waldo County Superior Court House from 1853 to 2018, along with containing the Waldo County District Attorney’s Office and the Waldo County Registry of Deeds, then used for storage and record keeping until it was fully vacated and purchased by the City of Belfast in 2024. Environmental investigations completed at the site identified hazardous building materials, including asbestos, lead-based paint, and universal wastes. Surficial/accessible soils throughout the site were also discovered to be impacted with elevated concentrations of polycyclic aromatic hydrocarbons and metals (arsenic and lead). Groundwater throughout the site was also found to be contaminated with volatile organic compounds. The proposed cleanup plan for this site includes abatement and remedial actions concurrent with historical preservation of the building for its ultimate future use by the City of Belfast as municipal offices, including abating/removing hazardous building materials, removing lead-based paint-impacted window units and replacing them with energy-efficient windows, removing the site’s antiquated fuel boiler, fuel oil tank, and the sand-filed vault that houses that tank, constructing new soil cover systems, and installing certain subsurface utilities and clean corridors.74 High Street, Belfast is a 0.27-acre site located on the edge of Belfast’s downtown core, that operated as a hospital from 1922 to 1961 and as a nursing home from 1961 to 1995, but which remained vacant and deteriorating since then, with the City of Belfast seizing the property via eminent domain in 2024. Environmental investigations completed at the site identified hazardous building materials, including asbestos, lead-based paint, and universal wastes. A structural engineering analysis of the site’s building concluded that it cannot practically be stabilized or retrofitted to support cleanup without danger to life and property, thus it will need to be abated and demolished concurrently to safely complete cleanup activities. The proposed cleanup plan for this site will include the disposal of hazardous building materials concurrent with building demolition.Cooperative agreement funding will be used to cover the costs of activities at or in direct support of brownfield sites, as defined under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 §101(39).  The City of Belfast now seeks a firm to serve as the Qualified Environmental Professional (QEP) to perform specific activities under this cooperative agreement. It is anticipated that this QEP will work collaboratively with the following entities and individuals: 1) the Project Team, comprised of USEPA personnel, Maine Department of Environmental Protection (MEDEP) personnel, and the City of Belfast’s Economic Development Director, who functions as the Project Manager and who carries out the overall coordination of the cooperative agreement; 2) other personnel from/working for the City of Belfast, including, but not limited to the Director of Code and Planning, the Deputy Economic Development Director, the Code Enforcement Officer, the City Planner, the Facilities Manager, the BEL TV (Belfast Government Television) and Belfast Community Television Station Manager, and the City Attorney; and 3) members of the City of Belfast’s already-established Brownfields Selection Committee. Finally, additional technical assistance and oversight will be provided through the MEDEP Voluntary Response Action Program. The period of performance for this cooperative agreement is July 1st, 2025 to September 30th, 2029 (including pre-award). This cooperative agreement contains all financial resources to be used for this project.2.
