The Brownfields Revolving Loan Fund is a Cooperative Agreement between the EPA and the CVRPC to establish a fund for remediation projects with a performance period from May 16, 2025, to September 30, 2030. During this term, the CVRPC is obligated to issue at least $720,000 in loan funds, supported by $20,000 for underwriting and servicing costs. Funding is initially restricted to all 20 municipalities in Washington County and three municipalities in Orange County, though eligibility will expand to the entire state of Vermont upon the closeout of the initial agreement. The fund will be hosted in a unique, insured, interest-bearing account and will transition to direct CVRPC management with reduced EPA oversight following the closeout period. The scope of work encompasses the administration of the EPA Brownfield Revolving Loan Fund Grant and the EPA Brownfield Assessment Coalition Grant. Compliance requirements include adherence to the Clean Air Act, the Solid Waste Disposal Act, and the State of Vermont Cybersecurity Standard. Subrecipients must provide annual reports within 45 days of their fiscal year end and undergo a Single Audit if federal assistance expenditures reach $1,000,000. The agreement incorporates strict prohibitions on certain telecommunications equipment under Public Law 115-232 and requires adherence to Vermont's Public Records Act and hydrofluorocarbon regulations. Additionally, the CVRPC maintains the right to cancel or suspend the agreement if federal or local appropriations become insufficient.

A Cooperative Agreement (CA) with EPA governs CVRPC’s activities to set up the fund and initiate a first set of remediation projects. The grant performance period is 05/16/2025 - 09/30/2030. During this term, CVRPC is obligated to issue at least $720,000 of loan funds. Aside from this dollar amount, the exact number of projects and dollar value of loans and grants is subject to proposals received. In addition to the interest income received from the RLF loan balance, CVRPC has $20,000 to commit to covering all underwriting and servicing costs. RLF grant funds disbursed from EPA to CVRPC must be hosted in an interest-bearing and insured account unique to CVRPC’s current Cooperative Agreement with EPA under the terms of the Cooperative Agreement. Following closeout of the Cooperative Agreement, the RLF will continue under the direct management of CVRPC with reduced oversight by EPA (though supplemental EPA funding to the RLF with associated requirements may be provided at any time). During the Cooperative Agreement term, only projects in all 20 municipalities of Washington County and three municipalities of Orange County (Williamstown, Orange and Washington) will be eligible for funding, but upon closeout of the initial CA, projects across the entire state of Vermont will be eligible for RLF funding. Cleanup projects participating in the RLF will be funded by a variety of sources, including grants from the EPA, the State of Vermont, or its assignees, from property owners and prospective purchasers, and other funding sources to be determined. Note that the CVRPC does not own any of the properties which would receive loan and subgrant funds, and generally CVRPC will not seek such ownership except in extreme circumstances.

Fiscal Year 2026 Flood Mitigation Assistance
Solicitation # DHS-26-MT-029-000-98
The Fiscal Year 2026 Flood Mitigation Assistance (FMA) grant program, solicitation number DHS-26-MT-029-000-98, is a federal funding opportunity administered by FEMA under the Department of Homeland Security. With total program funding of 400 million dollars and an expected 40 awards, the program aims to reduce or eliminate repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP). Eligible applicants include states, U.S. territories, federally recognized tribal governments, and local governments. The program focuses on three primary objectives: building capability and capacity for future risk reduction, implementing localized flood risk reduction projects, and executing individual flood mitigation projects. Cost sharing is required for these awards, and the projected period of performance is 36 months from the date of the award. Applications must be submitted via the FEMA GO portal by February 26, 2027, at 3:00 p.m. Eastern Time. Applicants are required to maintain an active SAM.gov account, a Unique Entity ID (UEI), and an Employer Identification Number (EIN). FEMA utilizes a tiered priority system for awards, first funding eligible mitigation plans and technical assistance, followed by high-scoring project scoping subapplications, and finally other eligible subapplications based on their benefits to the NFIP. Evaluation is based on specific scoring factors, including the number of substantially damaged structures and active NFIP policies. Recipients must comply with the Build America, Buy America Act for infrastructure materials and adhere to strict environmental and historic preservation reviews. Performance is measured by targets including the selection of over 500 NFIP-insured properties and the avoidance of more than 900 million dollars in flood losses.

New Hampshire Clean Diesel Program
Solicitation # DES 2026-10
The New Hampshire Clean Diesel Program, administered by the Department of Environmental Services, is a solicitation for competitive grant applications to fund diesel emissions reduction projects within the state. With approximately 1,000,000 dollars available, the program operates on a rolling monthly basis to provide partial reimbursement for eligible projects. Eligible activities include the installation of EPA-certified remanufacture systems, EPA-verified idle reduction technologies, aerodynamic technologies, and low rolling resistance tires. A critical requirement for replacement projects is the permanent scrappage of old diesel units, which must be disabled by drilling a three-inch hole in the engine block and cutting through the frame rails. Additionally, electric vehicle supply equipment and certain idle reduction technologies must comply with Build America, Buy America sourcing requirements. Applications are evaluated using a 100-point scoring system, with bonus points available for alternative fuel use and projects benefiting priority New Hampshire communities. Non-profit and private entities must first pass a preliminary assessment by achieving a minimum impact score of four out of five regarding public and economic benefits. Because this is a partial reimbursement program, awardees must cover all project costs upfront and provide proof of payment to receive funds. Once awarded, replacement units must remain in service for at least five years to avoid potential reimbursement of the grant to the state. Recipients are also subject to a reporting schedule consisting of quarterly reports for two years followed by three annual reports.
