The contract is for a single unit of a surgical kick bucket, NSN 6530-01-501-0551, designed for use in operating rooms to collect waste with a 13-quart capacity, featuring a 360-degree rubber bumper, stainless steel lid, and four casters. Packaging and marking must adhere strictly to Commercial Medical Marking Standard No. 1, which replaces MIL-STD-129 for all medical acquisitions, with additional packaging following commercial standards to ensure protection from damage and safe delivery via common carrier at the lowest cost to the destination in APO AE 09094-3219. Delivery is required within 20 days after award under FOB Destination terms, with inspection and acceptance occurring at the delivery point by government personnel. All materials must be properly labeled and documented per MMS No. 1 and DLA’s technical requirements listed in the Master List, and any hazardous materials must comply with OSHA’s Hazard Communication Standard and require submission of Safety Data Sheets prior to award. The contract incorporates multiple cybersecurity and data safeguarding clauses, including NIST SP 800-171 compliance and basic protection of federal contract information systems, requiring a submitted assessment score to the Supplier Performance Risk System. Offerors must provide their Unique Entity ID and CAGE code, affirm their small business status if applicable, and comply with prohibitions on internal confidentiality agreements that restrict reporting of misconduct. The solicitation mandates electronic submission via DIBBS by the deadline of May 26, 2026, with invoicing requiring use of the Wide Area WorkFlow system. Technical and quality requirements are governed by the DLA Master List, and all contractual obligations, including transportation, labeling, and cybersecurity, are enforced under FAR and DFARS clauses with specific deviations applied, such as those related to subcontracting, contract changes, and employee eligibility verification.
