BuckleySFB Outdoor Scoreboard Requirement:


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued.


The 460th Contracting Squadron at Buckley Space Force Base (BSFB), CO, is issuing this Request for Quotation (RFQ) to procure one (1) new, unused, and non-refurbished outdoor multi-sport scoreboard system for the 460th Force Support Squadron (FSS).


The contractor shall provide and install exactly one (1) new outdoor multi-sport scoreboard package. The scoreboard unit must measure approximately 18’ W x 6’ H x 8” D and feature super-bright, wide-angle LED digits enclosed in protective casing to remain fully readable in direct sunlight. At a minimum, the visual interface must display Team Scores (Home and Guest), a Game Clock (Minutes:Seconds), and the current Period/Quarter.


Operation of the display requires a secure, wireless control interface—such as Bluetooth or dedicated radio frequency—capable of maintaining a reliable connection at a range of 300 feet or greater. To survive harsh environmental conditions at the installation site, the unit must be housed in a weather-resistant enclosure rated to withstand high winds, hail, and extreme local temperatures.


For the physical installation, the contractor is responsible for designing and constructing a complete mounting system, to include a reinforced concrete foundation, deep footers, and structural steel I-beam framing. Certified engineering drawings for this foundation and framing design must be submitted to the Government for review and approval prior to the start of construction. Finally, the entire procurement package must include a comprehensive manufacturer warranty covering all parts and labor for a minimum of 5 years



Delivery & Performance Requirements:


  • Period of Performance (PoP): 180 calendar days After Receipt of Order (ARO) / Contract Award.

  • FOB Point: Destination.

  • Delivery & Installation Location: Outdoor multipurpose field adjacent to the Buckley SFB Fitness Center, 17890 E. Steamboat Avenue, Building 35, Aurora, CO 80011.

  • Base Access Requirements: The contractor must deliver the scoreboard fully assembled, installed, safety-inspected, and ready for use. All contractor employees and delivery drivers are required to pass a background check to enter the installation.


Evaluation & Award:


The Government intends to award a Firm-Fixed-Price Contract to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be based on a Lowest Price Technically Acceptable (LPTA) evaluation approach.


To be considered technically acceptable, the offeror’s quote must demonstrate the capability to meet all requirements and salient characteristics outlined in the SOW, and must be able to complete execution and delivery within the 180-day ARO period of performance.


Note on Availability of Funds: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of funds. No legal liability exists until funds are made available.


Submission Instructions:


To ensure all responses are received, quotes must include the RFQ number (FA254326Q0038) and title (Scoreboard Replacement) in the subject line of the email submission.


Quote submissions are due no later than 11:00 AM MDT, Tuesday, 22 September 2026.


Responses must include:


  1. A firm-fixed-price quote for CLIN 0001 (Scoreboard Replacement).

  2. A technical description of how all required items will be met (e.g., scoreboard dimensions, control system range, structure design).

  3. Details of the standard and/or extended warranty.
