The Olympic National Forest intends to acquire by contract the replacement of the roof, flashing, gutters, and downspouts on Building #2103, Quilcene Shop Building. Project building roof is cedar shingles. Masonry work will be required to replace counter flashing on the chimney. Project building is located at the Hood Canal Ranger Station, 295142 Highway 101 South, in Quilcene, Washington. The building has colonies of bats and rodents. Contractor�s operations shall minimize disturbance of the Yuma Myotis and Big Brown Bat colonies. The Yuma Myotis roosting season begins May 1st. Therefore, all work on this project shall be completed by April 30, 2010. Due to the urgency of repairing the roof before May 1st, the advertising and response period has been reduced. The applicable NAICS code is 238160 � Roofing Contractors. The small business size standard is $14.0 million in average annual receipts. The government will proceed to issue a Request for Proposal (RFP) solicitation. This solicitation is a 100% set-aside for small business concerns. Offerors will be evaluated on price, experience, and past performance. Experience and past performance are as important as price. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government total estimated value is between $50,000 and $100,000. Payment protection is required in the form of a: payment bond; irrevocable letter of credit; or tripartite escrow agreement. Davis-Bacon wage rates apply. The proposed contract-type is firm-fixed price. This solicitation will be available on, or about FEB. 25, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract.
