Building 5945 Electrical Upgrade

The Naval Undersea Warfare Center (NUWC) Division, Keyport is soliciting a firm fixed price contract for an electrical upgrade in Building 5945. The project involves the installation of one 1,200A switchgear and two 600A panels, the relocation of existing metering and electrical equipment, and the reconfiguration of breakers within the existing switchgear. This requirement is a 100% small business set-aside under NAICS code 238210. The period of performance was extended via amendment from 180 to 265 calendar days. All work must comply with the National Electrical Code, EM-385-1-1 safety standards, and Davis-Bacon Act wage determinations for Kitsap County, Washington. Award will be based on a Lowest Price Technically Acceptable (LPTA) analysis. To be considered technically acceptable, offerors must demonstrate at least three years of experience in commercial or industrial applications, provide a detailed work plan, and maintain a stable safety record with acceptable DART and TCR rates. Required submissions include a signed SF 1442, a capability statement, and proof of a Washington State business license, all delivered electronically. The contractor is responsible for providing as-built prints, manufacturer manuals, and necessary system training upon completion. Payment will be processed electronically via Wide Area WorkFlow (WAWF) following the acceptance of all project documentation and punch list items by the government.
