NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT QUOTATIONS. This is a notice of intent to increase the ceiling of contract number HC1028-16-P-0001 to Pritchett Controls, LLC. Awarded by the Defense Information Systems Agency (DISA). This action will increase the ceiling of the contract via modification. This action will not change the period of performance on the contract. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This effort is for the installation of Government furnished property (GFP) and the upgrade of Building Automation System (BAS) software. The location of work is the DISA HQ Complex located at Fort Meade, Maryland. DISA could not have reasonably expected the increase in requirements, as this is a mandatory effort to comply with DoD cybersecurity standards. Although more than one source may be able to fulfill the requirement, it would create unacceptable delays in fulfilling DISA's requirements to be compliant with DOD cybersecurity standards, creating a detrimental impact to DISA operations. This notice of intent is not a request for competitive proposals or quotes. The Government does not anticipate responses to this synopsis. A Justification and Approval will be posted.
