The Defense Health Agency (DHA) is preparing to solicit offers for bulk hospital laundry services for Fort Belvoir Community Hospital (FBCH) in Virginia and the DiLorenzo Tri-Care Health Clinic (DTHC) at the Pentagon in Washington, DC. This contract requires laundry cleaning that meets strict standards set by the Joint Commission and mandates strict compliance with a Performance Work Statement (PWS). The services will focus solely on cleaning, sanitizing, packaging, and bundling linen owned and provided by the hospitals, explicitly excluding linen rental services. The solicitation will follow simplified acquisition procedures under FAR Part 13 and will be limited to firms in the National Capital Region capable of handling the required volume. Monthly laundry volumes are approximately 103,500 pounds at FBCH and 3,000 pounds at DTHC, with specific daily and weekly pickup and delivery schedules detailed for each location, emphasizing restricted access facilities and tight time windows. The contract is subject to the U.S. AbilityOne Program, which places these services on the Federal Procurement List, though a purchase exception allows for commercial sourcing through March 2021. Potential offerors must be aware that despite this exception, the services and location remain subject to AbilityOne requirements. The contract falls under NAICS code 812332 for industrial laundering with a small business size standard of $38.5 million. Pickup and delivery are not required on Thanksgiving and Christmas, and all communications about the solicitation must be made electronically to the designated contract specialist, Robert C.
